Canadian Trade Interests Gain as Trump Delays Tariff Implementation During Negotiations

WASHINGTON, D.C. / RankWire.AI / – U.S. President Donald Trump has put a hold on the new 50% tariffs on certain Canadian imports for three days while trade discussions continue. The initial plan was to introduce these duties on August 19. Trump indicated that the United States and Canada had reached a preliminary understanding, pending formal documentation. Canadian Prime Minister Mark Carney stated that negotiators had achieved significant progress but still have important work ahead.

Trump delays Canada tariffs while trade talks continue
U.S.-Canada trade talks continue after a three-day pause on new 50% tariffs.

This suspension pushes the tariff deadline to Saturday, August 22. The tariffs would target specific Canadian goods, even if they qualify for preferences under the U.S.-Mexico-Canada Agreement. Washington announced the duties in July under Section 338 of the Tariff Act of 1930. The White House cited disputes over Canadian policies on dairy, alcoholic beverages, and motor vehicles as the reasons for the measures.

The July tariffs affected products such as wine, cement, and sporting goods. Energy, potash, and some other items were excluded from the new Section 338 duties. Goods already subject to separate Section 232 tariffs are also unaffected. Those sector-specific tariffs remain key to the broader trade talks between the U.S. and Canada.

    Negotiations Persist After Tariff Delay

Both countries’ officials continued negotiations in Washington following Trump’s announcement of the three-day pause. The Office of the U.S. Trade Representative said discussions focus on market access, economic security, and digital trade. U.S. Trade Representative Jamieson Greer also mentioned that negotiators had reached a framework for an agreement. Canada has not finalized a full text, and its government still describes the talks as ongoing.

Existing U.S. tariffs on Canadian steel, aluminum, and automobiles remain separate from the temporarily halted 50% duties. Canada maintains counter tariffs on some U.S. steel, aluminum, and auto imports. Canadian officials continue discussions on those sector-specific measures alongside broader trade negotiations. They are also working on resolving disputes related to agricultural access and restrictions affecting U.S. alcoholic beverage sales in Canadian provinces.

USMCA Still Key to Canada-U.S. Trade Talks

The USMCA still provides tariff-free trade for most goods between Canada and the United States. Canada reports that around 85% of its exports to the U.S. enter without tariffs under this agreement. The new Section 338 duties differ because Washington designed them to target covered goods regardless of USMCA eligibility. Canada has challenged several U.S. tariff measures but continues negotiations with the Trump administration.

The current pause prevents the 50% duties from taking effect while officials finalize the remaining documents and trade terms. As of Thursday, August 20, neither government has published a final bilateral agreement addressing the dispute. Trump claims negotiations are producing a deal, but Carney emphasizes that significant work remains. The August 22 deadline is now the next confirmed date for the tariffs on affected Canadian imports to be implemented or delayed.
